Images to PDF without uploading

Scanned IDs, certificates, receipts and signed forms are often photographed with a phone, but many forms and offices want a single PDF. This tool puts each image on its own page, in the order you choose, on A4 or Letter paper or at the image’s own size.

JPG images are placed in the PDF as they are, without re-compressing them, so the quality stays the same and the PDF is about as large as your photos. Everything happens in your browser, so private documents never leave your device.

Questions

Are my images uploaded?

No. The PDF is created in your browser. Nothing is sent to a server, which matters for ID cards, certificates and bank statements.

Does it reduce image quality?

No. JPG images are copied into the PDF unchanged. PNG images keep their full quality too. Other formats such as WebP are converted to high-quality JPG first.

How do I make the PDF smaller?

Use the Resize Image to KB or Image Compressor tool on the photos first, then convert them. Smaller images make a smaller PDF.

Which page size should I choose?

A4 for most countries, Letter for the US and Canada. “Fit to image” makes each page exactly the size of its image, which is best for photos.
